Department Summary

Early Childhood CARES provides early intervention and early childhood special education services to infants, toddlers, and preschool children in Lane County. Over 1700 children who have developmental delays or disabilities are served each year.

Early Childhood CARES services include parent consultation, parent-toddler groups, specialized preschools, consultation with children in community preschools or child care, and speech, physical or occupational therapy.

Staff who work for Early Childhood CARES have teaching licenses or state authorization to teach young children. They are specialists in early intervention/early childhood special education, speech-language therapy, physical therapy, occupational therapy, and school psychology.

Position Summary

The Early Childhood Instructional Specialist supports and provides training to preschool teachers and specialists in strategies related to developmental disabilities and delays, specifically autism and social-emotional or behavioral challenges, with the goal of increasing staff capacity. This includes conducting preschool classroom assessments to evaluate the implementation of social-emotional teaching strategies, supporting and training on Pyramid Model practices, collecting and analyzing program-wide behavior incident data to drive decisions, leading the Functional Behavior Assessment (FBA)/ Behavior Support Plan (BSP) process when needed, and facilitating the training and implementation of approved crisis intervention methods. The position provides support and training on evidence-based teaching strategies related to autism with consideration of neurodiversity-affirming practices. The position provides support, information, and training to community, staff, and families, both individually and in group or team settings, primarily focusing on autism and social-emotional development, in alignment with agency goals and priorities. Additionally, the position facilitates collaboration and communication with various educational teams that include parents, co-workers, and community partners.

The Early Childhood Instructional Specialist faculty position is a non-tenure-track, renewable position that includes both academic-year and summer appointments. Appointments are renewable annually.

This position must be able to travel to locations throughout Lane County that are not serviced by public transportation. Employee must be eligible to be a University of Oregon certified driver, as driving is part of the essential functions of this position. Enrollment in the Central Background Registry is mandatory.

Minimum Requirements

• Master’s degree in Early Intervention/ Early Childhood Special Education, Special Education, School Psychology, or related field.

• TSPC licensure required or EI/ECSE Specialist Authorization from the Oregon Department of Education within one year of employment.

• 3 years of experience providing itinerant consultation/coaching services to teachers and/or specialists in a variety of settings around strategies related to developmental disabilities and delays, specifically autism and social-emotional or behavioral challenges.

• 3 years of experience in participating in or leading the development and monitoring of Individualized Family Service Plans (IFSPs) or Individualized Education Plans (IEPs).

• 3 years of experience conducting Functional Behavior Assessments (FBAs) and writing, implementing, and monitoring Behavior Support Plans (BSPs), and implementing practices to support Positive Behavior Intervention and Support (PBIS).

Professional Competencies

• Promotion of equity and diversity in all settings as well as understanding and commitment to anti-racist principles.

• Maintenance of high level of confidentiality in accordance with HIPAA, FERPA, and agency protocols.

• Compliance with state and federal laws governing all aspects of EI/ECSE service provision.

• Exceptional prioritization of tasks, timely completion of work assignments, and ability to take initiative and work independently with minimal supervision.

• High level of professionalism and comprehensibility in communication, both in-person and written.

• Advanced skills in effective teaming and collaboration with sites, colleagues, and supervisors.

• Ability to interact effectively with children while providing instruction, including bending, kneeling, or sitting at child-size tables and chairs.

Preferred Qualifications

• Proficient in multiple languages.

• Experience with a variety of evidence-based instructional methodologies for supporting the education of children with autism and children with social-emotional learning needs.

• Experience providing consultation and training to parents of children with disabilities, including making home visits.

• Experience conducting preschool classroom assessments to evaluate the implementation of social-emotional teaching strategies.

• Experience collecting and analyzing program-wide behavior incident data to drive decisions and programming.

• Experience training on, or implementing, a certified crisis intervention procedure.

• Experience training and supporting staff with a range of experience and skills.

• Experience with designing and leading preschool classrooms.
