DEPARTMENT INFORMATION:

This position is only open to Colorado state residents.

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Work Unit The Right-of-Way (ROW) Unit exists to define, acquire, and manage real property for the construction, operation, and maintenance of the state transportation system in Region 4, covering Northeast Colorado, and provide relocation services in compliance with the Uniform Relocation Assistance and Real Property Acquisition Act of 1970. This team also provides guidance, support and oversight of local agency projects.

About the Position This position provides expertise for Region 4 transportation projects in the specialized areas of real estate acquisition and relocation advisory services and oversees consultants engaged to perform acquisition and relocation services.

Your major duties and responsibilities will include some or all of the following, depending on the level, Real Estate Specialist III or IV.

Acquires land for public transportation projects, which includes compiling and organizing information from ROW plans, engineering, environmental, utilities, and appraisal reports in order to prepare written offer packages, all in accordance with state and federal law. Prepares waiver valuations, negotiates with property owners, tenants, or their representatives to acquire real estate interests needed, and to assist in resolving potential construction problems. Prepares settlement documents, closing documents, and coordinates with title companies and attorneys, when required. Analyzes counter offers made by property owners and prepares written recommendations for administrative settlements. Determines when negotiations become futile and prepares condemnation packages for the Attorney General s Office. Participates in project meetings with both internal and external stakeholders to stay apprised of project status and informed about potential ROW issues, and offers assistance and ROW updates to project, traffic, and utility engineers, ROW team, and environmental personnel regarding acquisition and relocation matters. Serves as a central point of contact between consultants and Region personnel to determine resources for ROW services, budget and schedule. Reviews and evaluates ROW and engineering design plans to proactively identify issues associated with the property interests to be acquired. Discusses any such is ues with engineering, ROW plans personnel, and the review appraiser for correctness, thoroughness, and to understand and explain to landowners and Real Estate Specialists the impact of the project on the property and persons occupying such property. Checks commitment and closing document content in preparation for closings. Provides services, determining benefits and processing claims of the federal-aid relocation program for projects in which persons and/or businesses are displaced. Complete a written relocation plan for the persons and personal property displaced by the project. Provides oversight of consultants performing acquisition/relocation services on projects and assists in procuring consultant services. Provides guidance and performs quality control to ensure that consultant activities are in compliance with state and federal statutes, regulations and guidelines. Monitors progress of the project schedule and provides status on the progress of these activities to the ROW Supervisor and project team. Advises project team if there are any anticipated concerns that may affect the project schedule or costs. Consults and advises the ROW Supervisor when difficult or complex issues may
