$27.52/hr. to $47.21/hr.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering.
NOTE:
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts
FUNCTION OF WORK:
To plan, design, construct, inspect, and/or maintain buildings, systems, or programs by applying advanced mathematics and engineering sciences.
LEVEL OF WORK:
Experienced.
SUPERVISION RECEIVED:
Broad from an Engineer 6 or higher.
SUPERVISION EXERCISED:
Functional supervision may be exercised over lower-level Engineers and Engineering Technicians.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer Intern 2 by the presence of a license to practice as a professional engineer.
Differs from Engineer 4 by the absence of a higher degree of scope and complexity in assigned tasks.
Examples of Work
ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned.
30% GENERAL:
Serves in Engineering Department, which performs project management, engineering, and technical functions.
Advises other port teams such as construction, general operations, cruise and tourism, facility services, fendering, and berthing on engineering and technical matters.
Reports directly to Department Manager.
Responsibilities require knowledge of engineering design and construction principles, construction cost estimating, contract administration, construction and public bid law, managerial skills, conflict resolution skills, basic knowledge of surveying, material testing, oral and written communication skills.
Required to have current Louisiana registration as a Professional Civil Engineer. This registration requires 15 professional development hours per calendar year in engineering related activities.
Indirect supervision over consulting engineers and architects providing contract engineering and architectural services to the Board. Includes personnel issues, budget, performance, productivity, and approving invoices for payment.
Manages or completes in-house all projects requiring civil engineering expertise due to his/her unique qualification in this field.
Responsible for the preparation of estimates, plans, and specifications for all in-house demolition projects.
Review and approve contract project shop drawings.
Responsible for investigating all marine (ship, barges, tugs) damages and preparation of repair plans and specifications.
Assists with maintaining and updating of specifications templates to reflect changes to public bid law or address other issues as the need arises.
50% PROJECT MANAGEMENT
Attend all pre-construction conferences with contractors, affected tenants, design engineers, outside agencies, other Port staff, team members, and any other interested parties to discuss all aspects of the upcoming change.
Attend all monthly progress meetings to resolve issues related to overall coordination, scheduling, changes in work, disputes, and conflicts that affect contract time, price, or the project in any way.
Periodically visit construction sites to review progress and quality of the work and monitor impact construction activities may have on Port operations.
Attend substantial completion inspections. Using engineering and construction knowledge, issue Substantial Completion Certificate if warranted.
Use engineering and construction knowledge to review plans and specifications for constructability and impact on Port operations for future projects prior to public bid. Analyze and clarify construction details to preclude conflicts and change orders during construction.
Assist in defense of dispute litigation between Port and contractors by using engineering and construction knowledge to assemble contract administration information and assist Port counsel, appear for deposition, and testify at trial.
10% ENGINEERING ADMINISTRATION
Provides training and instruction to other Port engineers in complicated engineering processes for Port projects.
Represent the Port on various committees, to local, state, and federal agencies and other groups.
Serves as technical expert in the design and construction of Port facilities
10% ADDITIONAL DUTIES
Assist VP of Planning and Facilities and Director of Engineering with financial analysis, grant applications, payment requests, and planning reports.
Assist Construction Manager with coordination of engineering and construction activities.
Prepare construction change orders and consultant contract amendments.
Coordinate efforts of contractor with tenant requirements during construction.
Negotiate cost overruns with consultants and contractors.
Resolve conflicts regarding contractor’s scope of work.
