About this position:

The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.

SLFPA-E, Operations Department is directly responsible for the three (3) Permanent Canal Closure and Pumps (PCCP) located along the southern shore of Lake Pontchartrain on the London Ave., Orleans Ave., and 17th Street drainage outfall canals in Orleans Parish. The PCCP stations collectively house 17 drainage pumps and 30 Caterpillar, Inc. (CAT) C-175 primary generators along with other ancillary generators, mechanical and electrical equipment required for operation.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

One year of experience as a mechanic.

SUBSTITUTIONS:

Training as a mechanic from a trade school, vocational-technical school, or military school will substitute for the required experience. Training will be credited in six month increments.

JOB DISTINCTIONS:

Differs from Trades Apprentice by the presence of independent performance of routine preventive maintenance and repair of small engines and mobile equipment in a non-trainee capacity.

Differs from Mechanic 2 by the absence of independent responsibility on major components such as engines, transmissions, differentials, etc.

Examples of Work

The Mechanic 1 - 3 reports directly to the Southeast Louisiana Flood Protection Authority- East's (SLFPA-E's) Facility Assistant Maintenance Manager A (Power Generation Specialist). The incumbent is responsible for performing all activities necessary to provide the safe and efficient operation and maintenance of the Authority's three permanent canal closure pump stations (PCCP).

Responsibilities:

80% Operations and Maintenance

  • Responsible for the operation, repair and rehabilitation of all power generation diesel engines and related accessories.

  • Conducts routine repairs, periodic operation and maintenance of remote radiators and fuel transfer systems and controls.

  • Responsible for acquiring and maintaining appropriate renewals of ASE Certifications for Diesel Mechanics.

  • Incorporates visual and audible inspection with the use of a wide range of computerized test equipment such as electronic scanners, engine analyzers, exhaust analyzers, oscilloscopes and various testers and meters, as well as non-computerized test equipment to diagnose equipment and vehicles.

  • Troubleshoots, tests and repairs engine electrical systems, electronic ignitions, fuel injection systems and pumps. Disassembles, diagnoses, overhauls, rebuilds and repairs heavy equipment, PCCP power generation diesel engines and accessories.

  • Performs electrical fabrication on specialized equipment.

  • Maintains and repairs generator drive systems similar to Caterpillar's C-175 drives including routine repairs, periodic operation, maintenance of remote radiators and fuel transfer systems and control.

20% Administrative

  • Assists in the preparation of cost estimates, schedules, budgets, reports and other documents as may be required for the planning, coordination and implementation of all PCCP operations and maintenance functions and activities.

  • Reviews work order process and the Preventive Maintenance and Asset Management software activity to assure work is properly completed on time and within budget, and maintains operation and maintenance records for inspection reports.

  • Prepares planning and evaluation documents for subordinate. Sets schedule and approves leave for subordinate.

  • Assigns work to subordinate mechanic, monitors work progress and takes action to correct any performance or behavior issues.

Note: Incumbent is required to perform other duties as necessary, including but not limited to, emergency/disaster support activities by being on 24-hour call. Incumbent is required to report to work and remain there in case of emergency (hurricanes, storms, or other conditions, which could lead to flooding) until such emergency has subsided and employees are released through orders of the Regional Director
