Naval Supply Systems Command Assistant Contract Specialist/Contract Specialist (Level I and Level II) in Virginia Beach, Virginia

Summary Come Join the Navy Exchange Service Command (NEXCOM) as an Assistant Contract Specialist/Contract Specialist (Level I/II). You will join us in making a difference in the procurement business services our organization provides on behalf of all those who serve. Responsibilities Assistant Contract Specialist - Performs all cradle to grave procurement duties with assistance or guidance from higher level Contract Specialist as needed. Serves as Contracting Officer within prescribed limitations. Contract Specialist Level I - Performs all cradle to grave procurement functions related to supply and service procurements. May require occasional assistance/guidance from higher level Contract Specialists for non-routine assignments. Serves as Contracting Officer with signatory authority within prescribed limitations. Contract Specialist Level II - Performs all cradle to grave procurement functions related to supply and service procurements. Work assignments are performed independently with minimal to no supervision. Serves as Contracting Officer with signatory authority within prescribed limitations. Other Responsibilities Responsible for all cradle to grave procurement functions in accordance with policy and procedures for pre-solicitation, solicitation, award/post-award actions to include, but not limited to the following: Acquisition Planning; Source Selection; Contract Negotiations; Contract Administration; Performance Deficiencies; Changes; Terminations; Protests; Disputes; Claims; Simplified Acquisition and Micro Purchase. Requirements Conditions of Employment Candidate must meet all qualification requirements by the closing date of this announcement. A one-year probationary period will be required upon selection. Social Security Card must be presented at the time of appointment. Federal Law requires verifying the eligibility of all new hires. The Navy Exchange Service Command is an E-Verify Participant. Incumbents of this position must be U.S. Citizens. Candidates/incumbents must be eligible for and obtain a Secret Clearance. Qualifications Assistant Contract Specialist - With education and SPECIALIZED EXPERIENCE: One year of experience that provided an understanding of the basic principles and concepts of procurement business and/or contracting program requirements. Contract Specialist Level I - With education and SPECIALIZED EXPERIENCE: One year of contracting experience (government or private sector) at the assistant contracting level, that provided the candidate to demonstrate the ability to execute a majority of the following: negotiate and award large purchase requirements; prepare and issue request for proposals; demonstrate knowledge of competitive range determinations; evaluate proposals and prepare contract action clearance documentation; present case to award large purchases; debrief unsuccessful offerors or prepare appropriate documentation to provide debriefing information. Contract Specialist Level II - With education and SPECIALIZED EXPERIENCE: Two years of progressive contracting experience (government or private sector) which provided the candidate to demonstrate the ability execute a majority of the following independently: independently negotiate and award technical or complex purchase requirements; independently prepare and issue request for proposals; independently conduct negotiations with offeror; independently prepare appropriate correspondence; first-hand knowledge and experience with competitive range determinations; independently evaluate proposals and prepare contract action/contract review board memorandums; present case to award large purchases to contract review board; debrief unsuccessful offeror and/or independently prepare appropriate documentation to provide debriefing information to unsuccessful offeror. Candidates in 1102 series positions for at least 2 years will be considered to have met the education requirements for this position. Education A 4-year a bachelor's degree, in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; AND One year of experience that provided an understanding of the basic principles and concepts of procurement business and/or contracting program requirements.
