House of Representatives Payroll Systems Analyst in Washington DC, District Of Columbia

Summary The Payroll and Benefits Department is responsible for the administration of staff payroll and benefits in accordance with applicable laws, rules, and regulations. Responsibilities Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel. This position is located in the Payroll and Benefits Department, Office of Finance, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the Office of Finance is to provide financial management services to Leadership, Members, Committees, Officers, and Offices of the House. The Payroll and Benefits Department is responsible for the administration of staff payroll and benefits in accordance with applicable laws, rules, and regulations. This position serves as the Payroll Systems Analyst. Key responsibilities include serving as a liaison between the Payroll Compliance Team and other teams and departments; performing a broad range of analyses of data, processes, system functionality, policies, regulations, and laws affecting payroll and benefits; and performing additional tasks, such as payroll processing, technical support, and consultation. Grade level at time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities. This position has access to Personally Identifiable Information (PII). Primary Duties/Responsibilities: Serves as a liaison between Payroll and Benefits Teams and Office of Finance Departments to address issues and problems related to payroll systems processing and to provide technical support. Provides authoritative policy and technical advice and assistance to all levels within the House community on the full range of personnel/payroll systems, products, and services. Generates and reviews payroll reports, ensures that information is accurate, and takes action to resolve discrepancies. Identifies problems in human resources related areas, makes recommendations, and resolves system-related problems. Provides first tier system support to the Department for ad hoc HRWriter, Add-Ins, FinMart, and PeopleSoft data queries and reports; analyzes calculation or data errors for possible resolution. Assists in providing the technical data resources for newly developed or developing business processes within the Payroll Compliance Team. Executes job routines for monthly payroll cycles (regular/off-cycle), mid-month, and month-end close, as well as quarterly and year-end processing; executes other periodic job routines, data calls, data mergers, and analyses as required for administrative support. Performs complex data entry and payroll processing. Inputs, edits, and updates information in automated systems. Ensures accurate information is maintained in the Human Resources Information System (HRIS) and/or financial system/database. Consults specialists in other functional areas to resolve issues and to solve processing problems. Ensures internal controls are appropriately documented, reviewed, and certified. Validates, reconciles, and audits payroll and benefits information. Ensures BSI updates are calculating and processing accurately before approving the upload into the production system. Answers employee questions and advises supervisors on system or data-related issues. Prepares reports of progress, problems encountered, and other correspondence and memorandums, as necessary. Defines, plans, and implements special projects and data requests to achieve specific business objectives. Manages assigned special projects from inception to completion and prepares written professional deliverables as requested. Prepares recurring and special one-time reports. Creates audit and ad hoc reports that are compliant with applicable laws, rules, and regulations. Researches and analyzes data to increase effectiveness, support leadership decisions, and/or solve organizational issues. Recommends actions based on findings. Develops, documents, and implements policies and procedures to meet requirements. Collects information/conducts research on emerging changes in rules, regulations, and financial systems and software. Performs other official duties as assigned. Requirements Conditions of Employment Qualifications Qualifications: Bachelor’s degree in information technology, Public Administration, Human Resources, or other administrative and management fields preferred, specialized experience can be substituted (i.e., 7-10 years of relevant experience administering and implementing federal or private sector payroll, benefits, or financial systems, programs, practices, procedures, and related laws). Experience in applying human resources personnel payroll concepts and practices, as well as consultative skills. Experience in the operation and maintenance of system programs and equipment. Experience in using knowledge of research, fact-finding, and evaluative techniques in order to perform research and analyze results. Experience as a specialist or analyst for major payroll human resource functions or equivalent organizations. Certified Payroll Professional (CPP) or comparable professional certification preferred. Subject matter expertise in ad hoc data query and report generation relating to federal payroll practices and programs. Ability to assimilate detailed information as it relates to design, functionality, programming, and documentation. Ability to evaluate viewpoints and proposals and make feasible, logical recommendations. Knowledge of program/project administration and management; ability to coordinate and implement projects as well as cyclical system-related tasks. Working knowledge of various automated office systems and software programs including, but not limited, to Lawson, Image Now, and Peoplesoft; ability to provide technical systems support as needed. Knowledge of programming/development using data analysis tools including Excel, HRWriter, Add-Ins, and ACL. Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
